Election Observation

California Elections Code states that post-election canvass operations shall be open to the public for observation. The Los Angeles County Registrar-Recorder/County Clerk’s office facilitates the observation of these activities by offering public tours of all canvass and post-election operations.

The tour includes opportunities to view Vote by Mail (VBM) ballot processing and signature verification, provisional ballot processing, the tabulation of ballots and other activities. Upon completion of the tour, observers have the opportunity to return to and observe any of the operations. Observers will be accompanied by an employee of the Registrar's office during observation.

What you need to know before visiting

IMPORTANT NOTICE: Due to COVID-19, the RR/CC will strictly enforce State and County public health and safety guidelines including social distancing, wearing of facial coverings, sanitizing observation areas, etc.

Additionally, observers for the November 3, 2020 General Election will be asked to leave all personal bags and/or backpacks in their vehicle. They will not be allowed inside the observation area in the Tally Operation Center.

Address and Parking: The Tally Operation Center is located at 9150 Imperial Highway, Downey, 90242. The public parking lot on the north side of the building (along Imperial Highway) is free. The Vote by Mail Operation Center is located at 1101 W McKinley Ave, Pomona, 91768. Go through Gate #1 and it will be building #9. There is designated media and observer parking. 

Schedule: Observation tours are conducted daily, including weekends, at the top of each hour. The hours of operation will vary for each election, please visit the Upcoming Elections page to view the master observer schedule per election.

Check-In: When you enter through the main entrance, a staff member will be at the information desk to assist you. If no staff member is available, please wait in the lobby until one is available or notify the security desk. Each guided tour will begin with an orientation. When entering and leaving the building, you must sign in and out.

Appropriate Attire: It is important to remember that you will be walking different floors of the building and entering areas where dozens of staff members are working. Please wear comfortable shoes and appropriate clothing. Articles of clothing, buttons, and other accessories that promote a candidate or issue are not allowed. You will be asked to remove any such items. If unable, you will be asked to return at a later time. Additionally, peace officer, private security, or similar uniforms are not allowed.

Note Taking: You are free to take notes throughout the tour of canvass operations and during observation. Use of electronic devices is not permitted in observation areas (though you may use them in the hallways and lobby). We recommend bringing a pen and note pad if you wish to take notes.

Lunch: Lunch breaks are scheduled for noon. Therefore, there will be no tours from 12:00 p.m. – 1:00 p.m. You are free to leave for lunch and return to observation after 1:00 p.m. There are numerous restaurants available in the vicinity. Food and beverages are not allowed in observation areas.
