Meet the Staff
As Chief Deputy of the Registrar-Recorder/County Clerk for Los Angeles County, Debbie Martin helps oversee the single largest county electorate and fourth largest official document repository in the nation. Her special blend of leadership and vision are a product of over 30 years of distinguished service that includes meritorious stints as Assistant Director of the Parks and Recreation Department and as Chief of Operations for the County Treasurer & Tax Collector. Ms. Martin, who holds a master's degree in public administration from California State University, Northridge is also a Certified Public Accountant, a Certified Fraud Examiner, and a graduate of the Los Angeles County Bureau Chief Program.
Monique Blakely is the Assistant Registrar-Recorder/County Clerk, Recorder/County Clerk for Los Angeles County currently responsible for overseeing a staff of over 400 various clerical and management levels, which are responsible for the recording of approximately 2 million legal and real property documents; filing and maintaining vital records of births, deaths and marriages; issuing marriage licenses; performing civil marriage ceremonies; and processing fictitious business name statements and paraprofessional registrations. Ms. Blakely holds a Bachelor of Science Degree in Business Administration and a Master's Degree in Public Administration and Leadership.
Rita Figueroa is the Assistant Registrar-Recorder/County Clerk for Los Angeles County, a position she has held since 2012. In this capacity, Ms. Figueroa manages the day-to-day operations of the Administration Bureau, comprised of 126 staff within the Finance and Management Division, Human Resources Division, and Fiscal Compliance Section. Ms. Figueroa began her employment with Los Angeles County in 1985 in the Department of Public Social Services. She has a BA Degree in Political Science from California State University, Los Angeles.
Tim McNamara is the Assistant Registrar-Recorder/County Clerk, Election Operations for Los Angeles County. He oversees a variety of election processes including candidate filing, campaign finance, pollworker recruitment, poll place, voter registration and vote by mail operations. He has worked in elections for over 25 years — 16 in San Diego County before coming to Los Angeles County in 2006.
